The meaning of Powell's speech

Jerome Powell tried to save the financial and economic developments when he was speaking at the conference in Wyoming. What if even the words he is using have become part of speculation? An inescapabable situation if speculators are not interested in the content of the speech except of the one that helps their system to leverage financial markets by themselves (example not confirmed: the word "and" gets a positive mapping while "or" gets a negative one, which means that using the word "or" too often will lead to falling courses). And even if the meaning of the speech as a sense of a speech (while all explanantions can lead to a missunderstanding, because "speech" can be analized in the meaning of unspoken sense as well as in its structure, and as we do know it is not scientific to listen to speeches in a pure meaning of unspoken sense in the sense of the meaning - oops) - nevertheless, the stock prices went down.  And Senator Elizabeth Warren is saying that the decisions of Jerome Powell will worse the situation, she is focussing maybe on the meaning --? Where do we arrive, if we reject to take a speech for serious? Is it just a plan to kick people out and to take over their place? If yes, where is the program, and how can we be sure that it will be better with the new leader?
